One of the clearest lessons from global reform efforts is that copying policies rarely works. What succeeds in one region often struggles elsewhere because history, culture, and institutions shape outcomes.

This is why GCSI is intentional about regional balance. African, Latin American, European, and North American governments all bring perspectives rooted in their own realities. The Council’s role is to create scaffolding, not a template, tools and support that countries can adapt, rather than models they must replicate.

This balance is what makes the work credible. It’s not about exporting solutions; it’s about building resilience through diversity.
