Metrics like GDP, employment rates, or output volumes overlook key dimensions such as equity, sustainability, civic trust, and well-being. As a result, what matters most in communities is often invisible in national data systems.
GCSI is developing a global framework to support governments in measuring the systemic impacts of social innovation. This work includes designing new indicators that reflect care, inclusion, environmental justice, and long-term public value. It also involves supporting countries to strengthen data infrastructure, center lived experience, and align measurement practices with values that matter to both people and planet.
The strategy includes the creation of a global indicator map, peer learning on impact tools, and national-level pilots that will test and refine approaches to evaluation. The framework will offer guidance on how to assess not only outcomes, but also the enabling conditions for innovation — such as trust in institutions, participation in governance, and resilience in service delivery.
By Year 3, GCSI aims to have at least ten countries actively applying the framework and contributing data to a shared learning platform. The goal is to shift from narrow definitions of success to a broader understanding of what drives healthy, just, and adaptive public systems.
Measurement should be a tool for transformation, not just compliance. GCSI is working to ensure that what we count reflects what we truly value.
