Public understanding of social innovation remains limited.

In GCSI’s 2025 country survey, several governments identified lack of clarity and shared language as major barriers to advancing innovation in public systems. The term is often seen as technical or abstract, which can limit support and participation at both policy and community levels.

GCSI is responding by investing in a global communications strategy focused on building public narratives that are clear, inclusive, and action-oriented. This work includes the development of accessible toolkits, multilingual messaging guides, cross-border media partnerships, and storytelling resources that help governments and civil society explain what social innovation looks like in practice.

The strategy also supports regional communication hubs and local content creators who can shape narratives grounded in cultural context. The goal is to connect people’s everyday experiences to broader system reforms — making innovation feel tangible and relevant rather than distant or elite.

By supporting better communication, GCSI aims to increase public engagement, policy legitimacy, and cross-sector collaboration. When people understand the systems around them, they are more likely to trust, participate in, and help improve them.
